Yet bankruptcies are rising and margins are shrinking. Behind this contradiction lies, above all, a profitability crisis.

Road freight transport is not a dying sector. Quite the opposite, in fact. In 2024, more than 13.1 billion tonnes of goods were transported by road within the European Union. The activity totalled 1,869 billion tonne-kilometres, up 0.6% year-on-year, according to Eurostat. Roads continue to supply Europe’s shops, factories and building sites every single day.

And yet, carrier bankruptcies keep multiplying. Belgium, France, Germany, Poland: different markets, with different cost structures, yet showing the same symptom. The problem is therefore not the sector’s usefulness, nor even necessarily the work itself. It seems to lie elsewhere: in the ability to transport goods at a price that still allows a living to be made.

Belgium: 233, 277, 307… then 413 bankruptcies

Belgium offers one of the clearest illustrations of this deterioration. The number of bankruptcies in road transport rose from 233 in 2022 to 277 in 2023, then 307 in 2024. In 2025, the Institut Transport routier & Logistique Belgique (ITLB) recorded 413, more than a third higher in a single year and the highest level since this sector statistic began, according to data relayed by Trans.info.

Bankruptcies, however, are only the most visible part of the problem. In its financial report published in December 2025, the UPTR draws on a BDO analysis of the 2024 accounts of more than 5,000 transport and logistics companies. The sector’s EBITDA margin fell below 8%, its lowest level in five years, while nearly 11% of companies now have negative equity, a record. Return on equity also declined, to 12%.

These indicators suggest that bankruptcies are only the end result of a broader weakening. TLV speaks of a structural profitability crisis and stresses that the problem is not a lack of work, but the financial conditions under which services are carried out. Nearly 80% of Belgian bankruptcies in 2025, moreover, involved operators with fewer than six trucks or vans.

The heart of the problem: hauling at the right price

The carrier is caught between two opposing forces. On one side, competition and tenders keep strong pressure on rates. On the other, a large share of costs is difficult to compress: wages, fuel, tolls, financing, insurance and maintenance must all be covered before the company earns a single euro of profit.

A study by the Comité national routier focusing on the Belgian fleet gives a sense of the scale involved. Under 2021 economic conditions, the CNR estimated the full cost of a 40-tonne Belgian truck operating internationally at around €1.26 per kilometre. Between 2017 and 2021, this cost had already risen by 6.5%.

Strong pressure on rates and tenders

Margins already cut to the bone

Rising costs: fuel, wages, tolls

Almost no room to absorb the slightest unforeseen event

A breakdown, an empty return trip, a long wait at a customer’s site, or just a few extra cents per kilometre can then be enough to erode the profitability of an operation. The firm also cites 3,000 insolvencies in 2024, mainly among SMEs, and a cost gap of 38 to 50% with some Eastern European competitors.

Early 2026 showed what it means to operate with such a thin buffer. In March, amid the crisis in the Middle East, diesel prices jumped more than 16% in under two weeks. With fuel accounting for around 25% of cost price, the shock is immediate. Union TLF pointed out at the time that road transport handles 90% of freight flows in France and that 85% of companies in the sector are micro-businesses and SMEs. Even when a contractual mechanism allows fuel costs to be passed on, cash flow must absorb the increase first.

Germany: transport tops the insolvency risk ranking

In Germany, official data and sector analyses point in the same direction. In the first quarter of 2026, Falkensteg recorded 121 insolvency proceedings in transport and logistics. Despite a 9% drop compared with the previous quarter, major insolvencies remained roughly twice their average of the previous three years.

In February 2026, the ‘transportation and storage’ sector recorded 11.1 insolvencies per 10,000 companies, the highest rate in the German economy, ahead of hospitality and construction. The causes cited are familiar: diesel, wages, CO₂-related costs, financing and margin pressure. Fixed-price contracts without an indexation clause are particularly exposed when costs rise quickly. This data is detailed by Trans.info based on Falkensteg and Destatis figures.

Poland: even the European champion is wavering

Poland is the European Union’s leading road haulage nation. In 2024, its carriers accounted for 368 billion tonne-kilometres, or nearly 20% of the European total, according to Eurostat. If the crisis were confined to countries where transport is expensive, the Polish market should therefore be relatively spared. That is not the case.

Between the end of 2024 and the end of 2025, the number of licensed companies fell from 44,957 to 43,924, and the vehicle fleet shrank by 5.12%. Most notably, the number of bankruptcies jumped from 525 to 1,270 in a single year, a rise of +142%, according to figures from Maciej Wroński, president of Transport i Logistyka Polska, reported by Transportmedia.

A strain that goes beyond national borders

Taken separately, each of these markets could have its own explanation. European statistics show, however, that the phenomenon is broader. In the third quarter of 2024, bankruptcy declarations in transport rose by 28.8% compared with the previous quarter, the sharpest sector increase observed by Eurostat over that period.

A year later, in the third quarter of 2025, they rose by a further 18.7%. Only hospitality recorded a higher increase at the time. Eurostat data therefore describes not a one-off shock, but a persistent strain.

A sector that remains essential

This economic fragility contrasts with the role that road transport continues to play. In 2024, European road freight activity rose by 0.6% to reach 1,869 billion tonne-kilometres. Measured across EU territory, road transport also accounted for 25.7% of freight in tonne-kilometres in 2024, behind maritime but far ahead of rail and inland waterways. Between 2014 and 2024, road is even the only major mode whose share increased, according to Eurostat.

European road transport does not, therefore, appear to suffer from a lack of usefulness. It suffers from the growing difficulty of turning this activity into profitability. A company can have customers, keep its trucks running and post decent revenue, all while weakening if its rates no longer sufficiently cover its costs.

Even big players can fall, but the crisis is mainly playing out among small ones

Large players are not entirely immune. The Ziegler case was a reminder of this in 2026: on 31 March, Ziegler SA and Satra, two French subsidiaries of the Belgian logistics group, were placed into compulsory liquidation. They employed 1,436 and 71 people respectively. The court notably noted a significant drop in activity, a decline in profitability linked to rising energy costs, the loss of major contracts, and the absence of a financing or takeover solution. Transportmedia documented this liquidation.

But these spectacular bankruptcies should not obscure the sector’s actual structure. According to Eurostat data cited by the CNR, nearly 88% of Belgian road freight and removals companies employ fewer than ten staff. An analysis of 406 Belgian bankruptcies from 2025 by Transportmedia also shows that 46% of the companies involved were less than five years old, and that one in three was a micro-business whose turnover was barely enough to keep a single vehicle running.

It is these small, often low-visibility operators that supply shops, businesses, factories and building sites every day. These ‘local heroes’ also have the least room to absorb a bad rate, a breakdown, a few wasted kilometres, or a sudden rise in costs.

When every cent counts

The CNR helps make this fragility very concrete. In its typical 2021 scenario, a Belgian truck used for international operations covered around 121,900 kilometres a year. At that scale, a difference of just 5 cents per kilometre represents more than €6,000 a year for a single vehicle. For a fleet of five vehicles, the gap already exceeds €30,000.

This is why, when margins are measured in single percentage points, knowing your true cost price is no longer a secondary accounting exercise. An avoidable detour, an empty return trip, a poorly organised route or a rate accepted too low may each seem trivial in isolation; repeated every day across several vehicles, they end up weighing heavily.

In this context, mastering your cost price and optimising your operations is no longer simply a matter of good management. It is essential. Because when margins are measured in single percentage points, every euro lost directly weakens the business.

Sources

Eurostat — EU road freight transport sees 0.6% increase in 2024

Eurostat — Road freight transport, Statistics Explained

UPTR / BDO — Annual financial health report of the Transport and Logistics sector

Trans.info — Belgium: record bankruptcies in the road transport sector in 2025

CNR — Belgian road freight transport, 2021 study

BearingPoint — Transport 2025/2026: 6 trends redefining competitiveness

Union TLF — Middle East crisis and rising diesel prices, relayed by FreshPlaza

Trans.info — German logistics still leads insolvency rankings

Transportmedia — Polish road transport “on its last legs”?

Eurostat — Bankruptcies in Q3 2024

Eurostat — Bankruptcies in Q3 2025

Eurostat — 25% of goods transported by road in the EU

Transportmedia — Two French subsidiaries of Ziegler placed into compulsory liquidation

Transportmedia — The 12 biggest bankruptcies of 2025: the tip of the iceberg

The sector remains essential to the European economy.
