Roadworks that directly warn vehicles that a lane is closed. A heavy truck that receives, before reaching it, information about a height restriction or an available truck parking spot on its route. This still sounds like a futuristic vision of the road \u2014 yet part of this infrastructure already exists.   <\/p>\n<\/div><div class=\"fusion-text fusion-text-2\"><p>In Germany, 1,200 mobile roadworks units now broadcast digital messages to compatible vehicles. In Flanders, 230 intersections were already equipped with smart traffic lights as of September 2025. In the Netherlands, logistics corridors allow road authorities, companies and heavy trucks to exchange certain operational information.  <\/p>\n<p>At European level, <a href=\"https:\/\/www.c-roads.eu\/\">C-Roads now reports<\/a> more than <strong>6,000 C-ITS roadside units<\/strong>, coverage equivalent to <strong>30%<\/strong> of the TEN-T road network, and cooperation between 21 European countries.<\/p>\n<p>The connected road is therefore no longer truly science fiction. But it does not yet form a homogeneous European network. That is precisely where the real challenge begins.  <\/p>\n<\/div><div class=\"fusion-title title fusion-title-1 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top:40px;--awb-margin-bottom:18px;--awb-margin-top-small:2vh;--awb-margin-right-small:0px;--awb-margin-bottom-small:2vh;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:32;line-height:var(--awb-typography1-line-height);\">First, what is a &#8216;connected&#8217; road?<\/h2><\/div><div class=\"fusion-text fusion-text-3\"><p>The term can be confusing. A connected road is not necessarily a motorway covered with cameras, LiDAR and 5G antennas. And a C-ITS does not refer to a specific piece of equipment.  <\/p>\n<p>C-ITS stands for Cooperative Intelligent Transport Systems. The principle is to allow different components of the road system \u2014 vehicles, infrastructure, authorities, digital services \u2014 to exchange information in order to better coordinate their actions. <\/p>\n<p>It is the word &#8216;cooperative&#8217; that matters. A standard GPS uses data to help its user. In a cooperative system, several actors in the road network can produce, receive and redistribute information: a vehicle can signal its presence, a traffic light can communicate its state, a road authority can announce roadworks, an emergency vehicle can signal that it is stopped on the roadway. Other vehicles can receive this information even before their driver physically sees the danger.   <\/p>\n<p><a href=\"https:\/\/www.c-roads.eu\/about\/\">C-Roads specifically defines<\/a> its role around the deployment of secure, harmonised and interoperable C-ITS services between vehicles and road infrastructure.<\/p>\n<\/div><div class=\"fusion-title title fusion-title-2 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top:40px;--awb-margin-bottom:18px;--awb-margin-top-small:2vh;--awb-margin-right-small:0px;--awb-margin-bottom-small:2vh;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:32;line-height:var(--awb-typography1-line-height);\">OBU, RSU: what equipment are we actually talking about?<\/h2><\/div><div class=\"fusion-text fusion-text-4\"><p>The system generally relies on several layers.<\/p>\n<p>In the vehicle, a compatible system can be equipped with an OBU \u2014 On-Board Unit, an onboard unit capable of sending and receiving C-ITS messages. It is connected to the vehicle&#8217;s other systems: positioning, driver interface, sometimes sensors or advanced driver assistance systems. Depending on the service in question, the information can simply be displayed to the driver or used by other vehicle functions.  <\/p>\n<p>At the roadside, the infrastructure-side equivalent is often called an RSU \u2014 Roadside Unit. An RSU can be installed on or near a traffic light, a gantry, roadworks equipment, or another piece of infrastructure. Its role is, in a sense, to connect the physical world of the road to the information network.  <\/p>\n<p>But connectivity does not necessarily require inventing new objects. A traffic light already knows its phase. A variable message sign knows what it displays. An authority knows the planned roadworks. A weather station can detect hazardous conditions. C-ITS notably makes it possible to put this information into a standardised format, transmit it, and allow another actor to interpret it automatically.     <\/p>\n<p>And contrary to a common belief, connected road does not automatically mean 5G. European systems use a hybrid approach: some messages are transmitted directly over short range between infrastructure and vehicle, notably via ITS-G5; others go through cellular networks and central systems. <\/p>\n<\/div><div class=\"fusion-title title fusion-title-3 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top:40px;--awb-margin-bottom:18px;--awb-margin-top-small:2vh;--awb-margin-right-small:0px;--awb-margin-bottom-small:2vh;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:32;line-height:var(--awb-typography1-line-height);\">What can actually be done today?<\/h2><\/div><div class=\"fusion-text fusion-text-5\"><p>The possibilities become much clearer once we move away from the technical architecture.<\/p>\n<p>Take roadworks. Instead of relying solely on a sign visible to the driver, the roadworks equipment can digitally transmit its position and the information that a lane is closed. The compatible vehicle receives the warning in advance.  <\/p>\n<p>Now take an intersection. The system can transmit the state or cycle of the traffic lights, but also receive certain information from vehicles \u2014 including priority uses for public transport or emergency vehicles. <\/p>\n<p>For freight, the possibilities become particularly interesting. In the Netherlands, <a href=\"https:\/\/www.rijksoverheid.nl\/themas\/klimaat-milieu-en-natuur\/mobiliteit-nu-en-in-de-toekomst\/nederland-als-testland-voor-mobiliteit\">connected corridor programmes<\/a> have notably worked with information on environmental zones, truck parking, speed limits and height restrictions. Information can also flow the other way, from companies and vehicles to the road system.  <\/p>\n<p>This does not mean that a driver approaching their legal driving-time limit today automatically receives, everywhere in Europe, the best available parking spot. But several of the building blocks needed for this type of service already exist. <\/p>\n<\/div><div class=\"fusion-title title fusion-title-4 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top:40px;--awb-margin-bottom:18px;--awb-margin-top-small:2vh;--awb-margin-right-small:0px;--awb-margin-bottom-small:2vh;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:32;line-height:var(--awb-typography1-line-height);\">For freight, an infrastructure that is starting to know the constraints of trucks<\/h2><\/div><div class=\"fusion-text fusion-text-6\"><p>A heavy truck does not have the same needs as a car. A height or weight restriction can make a route unusable. An environmental zone can change the permitted route. Congestion can jeopardise a delivery slot. The availability of parking can become critical when a driver is approaching their driving-time limit.    <\/p>\n<p>Until now, much of this information has been gathered separately by the carrier, the planner, the driver or various digital tools. One of the transformations under way is to make more road data structured, accessible and digitally usable. <\/p>\n<p>And for international freight, a problem immediately appears: the border. A truck can leave Rotterdam, pass through Antwerp, cross Germany and end its day in Austria. What good is a connected road if it stops speaking the same language a few hundred kilometres further on?  <\/p>\n<\/div><div class=\"fusion-title title fusion-title-5 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top:40px;--awb-margin-bottom:18px;--awb-margin-top-small:2vh;--awb-margin-right-small:0px;--awb-margin-bottom-small:2vh;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:32;line-height:var(--awb-typography1-line-height);\">From Germany to the Netherlands: Europe is already a full-scale laboratory<\/h2><\/div><div class=\"fusion-text fusion-text-7\"><p>The degree of maturity varies greatly from one country to another.<\/p>\n<p>In <strong>Germany<\/strong>, this is probably one of the easiest cases to understand. Autobahn GmbH <a href=\"https:\/\/www.autobahn.de\/digitales-innovation\/digitale-autobahn\/c-its\">has equipped<\/a> its 1,200 mobile roadworks units to enable the broadcast of C-ITS messages: the driver of a compatible vehicle can receive an alert before reaching the affected area. The interesting thing is that this is no longer simply a laboratory demonstration \u2014 the system is now presented as a network-wide deployed service. <\/p>\n<p>In <strong>Flanders<\/strong>, the Agentschap Wegen en Verkeer <a href=\"https:\/\/wegenenverkeer.be\/nieuws\/project-de-kijker-intelligente-verkeerslichten-ivri%E2%80%99s-centraal-databeheer\">stated in September<\/a> 2025 that 230 Flemish intersections had been equipped with iVRI, smart traffic lights capable of communicating with road users \u2014 with around <strong>200,000 users<\/strong> already having an app that can interact with these systems.<\/p>\n<p>In the Netherlands, the Connected Transport Corridors covered in particular Greater Rotterdam, the south of the country and the west of Amsterdam. Road authorities, logistics companies and heavy trucks can exchange data there to improve traffic flow and safety \u2014 probably one of the best European examples of what a digital layer specifically useful to freight transport could become. <\/p>\n<p>In <strong>Austria<\/strong>, ASFINAG <a href=\"https:\/\/blog.asfinag.at\/innovationsgeist\/baustellenwarnungen-direkt-ins-auto\/\">has undertaken<\/a> a significant C-ITS rollout covering notably traffic jams, accidents, breakdowns, roadworks and lane closures, with a target of several hundred roadside units spread across its network \u2014 though the announced targets should be distinguished from the exact number of units operational at any given date.<\/p>\n<p>In <strong>France<\/strong>, the SCOOP@F, InterCor, C-Roads France and then <a href=\"https:\/\/www.ecologie.gouv.fr\/rendez-vous\/du-11-12-juin-2024-cloture-du-projet-indid\">InDiD<\/a> programmes show a gradual shift: it is no longer just about better informing a human driver, but also about providing the automated vehicle with complementary perception \u2014 a detailed map of an intersection, the layout of a roadworks zone, an event located outside the immediate range of its own sensors.<\/p>\n<p><strong>Luxembourg<\/strong> follows a slightly different logic: its Automatis\u00e9iert <a href=\"https:\/\/meco.gouvernement.lu\/fr\/publications\/strategie\/strategie-automatiseiert-fueren2028.html\">Fueren 2028<\/a> strategy focuses on preparing for automated driving, test environments, V2X communications and digital infrastructure, with a cross-border testing environment shared with France and Germany. It would, however, be excessive to present it as having the same level of C-ITS deployment as some major German or Austrian motorway networks \u2014 its value lies more in its role as a cross-border laboratory. <\/p>\n<\/div><ul style=\"--awb-iconcolor:var(--awb-color6);--awb-divider-color:#DDE8ED;--awb-line-height:27.2px;--awb-icon-width:27.2px;--awb-icon-height:27.2px;--awb-icon-margin:11.2px;--awb-content-margin:38.4px;--awb-circlecolor:var(--awb-color4);--awb-circle-yes-font-size:14.08px;\" class=\"fusion-checklist fusion-checklist-1 fusion-checklist-default fusion-checklist-divider type-icons\"><li class=\"fusion-li-item\" style=\"\"><span class=\"icon-wrapper circle-yes\"><i class=\"fusion-li-icon fa-angle-right fas\" aria-hidden=\"true\"><\/i><\/span><div class=\"fusion-li-item-content\">Germany: 1,200 connected roadworks equipment units in operation<\/div><\/li><li class=\"fusion-li-item\" style=\"\"><span class=\"icon-wrapper circle-yes\"><i class=\"fusion-li-icon fa-angle-right fas\" aria-hidden=\"true\"><\/i><\/span><div class=\"fusion-li-item-content\">Flanders: 230 smart intersections (iVRI) and 200,000 equipped users<\/div><\/li><li class=\"fusion-li-item\" style=\"\"><span class=\"icon-wrapper circle-yes\"><i class=\"fusion-li-icon fa-angle-right fas\" aria-hidden=\"true\"><\/i><\/span><div class=\"fusion-li-item-content\">Netherlands: connected logistics corridors designed for freight<\/div><\/li><li class=\"fusion-li-item\" style=\"\"><span class=\"icon-wrapper circle-yes\"><i class=\"fusion-li-icon fa-angle-right fas\" aria-hidden=\"true\"><\/i><\/span><div class=\"fusion-li-item-content\">Austria, France, Luxembourg: three complementary paths toward automation<\/div><\/li><\/ul><div class=\"fusion-title title fusion-title-6 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top:40px;--awb-margin-bottom:18px;--awb-margin-top-small:2vh;--awb-margin-right-small:0px;--awb-margin-bottom-small:2vh;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:32;line-height:var(--awb-typography1-line-height);\">Why does Europe intervene: C-Roads and the interoperability challenge<\/h2><\/div><div class=\"fusion-text fusion-text-8\"><p>A succession of incompatible national systems would make relatively little sense. This is where <a href=\"https:\/\/www.c-roads.eu\/\">C-Roads<\/a> comes in, a European cooperation platform that now brings together 21 countries to coordinate C-ITS deployment and align the specifications used by different road authorities. The figures now give an idea of the scale reached: more than <strong>6,000 roadside units<\/strong> and around <strong>30%<\/strong> of the TEN-T network within the scope announced by the platform.  <\/p>\n<p>Work is continuing quickly: <a href=\"https:\/\/www.c-roads.eu\/news-events\/detail\/c-its-specification-release-321\/\">C-Roads published<\/a> version 3.2.1 of its specifications on 6 July 2026. Behind these highly technical documents lies a much simpler ambition \u2014 making sure that a message produced in one place can be understood elsewhere. For freight, this continuity is particularly important: a heavy truck can cross several networks and several countries in the same day, so road information should not become unusable as soon as it crosses a border.  <\/p>\n<p>Getting roads to speak the same language immediately raises another question: how do you know a message is true? A false alert announcing an obstacle, an emergency vehicle or a lane closure would not simply be incorrect data \u2014 it could influence the behaviour of a driver or, tomorrow, of an automated vehicle. Europe is therefore developing a trust infrastructure based notably on digital certificates, allowing an authorised piece of equipment to sign its messages and other participants to verify their origin and integrity. Cybersecurity is therefore not a layer added afterwards: it is part of the very definition of the network.   <\/p>\n<\/div><div class=\"fusion-title title fusion-title-7 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top:40px;--awb-margin-bottom:18px;--awb-margin-top-small:2vh;--awb-margin-right-small:0px;--awb-margin-bottom-small:2vh;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:32;line-height:var(--awb-typography1-line-height);\">How much does the connected road cost \u2014 and who has to pay first?<\/h2><\/div><div class=\"fusion-text fusion-text-9\"><p>There is no simple price per kilometre. Roadside units, their installation, connections to existing systems, control centres, software, telecommunications, cybersecurity, certificates and, above all, long-term operation and maintenance all need to be funded \u2014 not to mention that vehicles also need to be equipped. <\/p>\n<p>The report published by the European Commission in April 2026 nevertheless gives an idea of the effort involved: between 2014 and 2025, <a href=\"https:\/\/transport.ec.europa.eu\/transport-themes\/smart-mobility\/road\/its-directive-and-action-plan_en\">the Connecting Europe Facility<\/a> provided more than <strong>\u20ac850 million<\/strong> in European funding for ITS, eCall and C-ITS projects, helping to trigger around <strong>\u20ac1.9 billion<\/strong> in investment. These amounts do not correspond to C-ITS alone and should not be read as \u201cthe price of the European connected road\u201d \u2014 rather, they give a sense of the scale of the effort devoted to the smart digitalisation of the road network. <\/p>\n<p>The hardest question remains: who has to move first? States and road authorities need to make data available and modernise their systems. Car and truck manufacturers need to build the necessary technologies into enough vehicles. Equipment suppliers need to produce RSUs, OBUs and components. Telecoms, cloud and software players need to carry and process some of the information. This creates a classic chicken-and-egg problem: why would a road authority invest heavily if few vehicles use its services, and why would a manufacturer equip all its vehicles if few roads offer these services? European intervention therefore also serves to create critical mass \u2014 funding for early deployments, common specifications, obligations concerning certain data, and coordination between road authorities and the automotive industry.      <\/p>\n<\/div><div class=\"fusion-title title fusion-title-8 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top:40px;--awb-margin-bottom:18px;--awb-margin-top-small:2vh;--awb-margin-right-small:0px;--awb-margin-bottom-small:2vh;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:32;line-height:var(--awb-typography1-line-height);\">And beyond Europe? China, the United States, South Korea<\/h2><\/div><div class=\"fusion-text fusion-text-10\"><p>Europe is far from alone, and the strategies adopted elsewhere show that there are several ways to imagine the connected road.<\/p>\n<p><strong>China<\/strong> is probably the most ambitious case. Its \u2018<a href=\"https:\/\/www.miit.gov.cn\/jgsj\/zbys\/wjfb\/art\/2024\/art_140d86b63e494628ae039dd23a3cc539.html\">vehicle-road-cloud integration<\/a>\u2019 programme, launched for the 2024-2026 period, does not only treat the car as a connected object: it seeks to integrate vehicle, road infrastructure, communication network and cloud into a single system, with extensive 5G coverage, roadside C-V2X units and edge computing. The philosophy differs from Europe\u2019s, which above all seeks to get networks belonging to many countries and authorities to work together, whereas China can push more directly for a large-scale integrated architecture.  <\/p>\n<p>In 2024, <strong>the United States<\/strong> published its <a href=\"https:\/\/www.transportation.gov\/briefing-room\/usdot-releases-national-deployment-plan-vehicle-everything-v2x-technologies-reduce\">National V2X Deployment Plan<\/a>, with a strong priority given to safety. Federal projects in Arizona, Texas and Utah are trialling and deploying V2X services; the case of Arizona is particularly interesting for freight, with a programme including Freight Signal Priority \u2014 the use of V2X exchanges to better manage the passage of freight vehicles at certain intersections. The United States, however, faces the same fundamental problem as Europe: deployments across different states and local authorities need to be made compatible enough to work at scale.  <\/p>\n<p><strong>South Korea<\/strong> has been working on C-ITS for a long time. <a href=\"https:\/\/topis.seoul.go.kr\/openEngCits.do\">Seoul has notably equipped<\/a> 121 km of major roads with C-ITS infrastructure, combining several communication technologies and using connected vehicles to relay information on road conditions or roadworks zones \u2014 another important laboratory, although current public data makes a direct national comparison with C-Roads more difficult.<\/p>\n<\/div><div class=\"fusion-title title fusion-title-9 fusion-sep-none fusion-title-text fusion-title-size-two\" style=\"--awb-margin-top:40px;--awb-margin-bottom:18px;--awb-margin-top-small:2vh;--awb-margin-right-small:0px;--awb-margin-bottom-small:2vh;--awb-margin-left-small:0px;\"><h2 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:32;line-height:var(--awb-typography1-line-height);\">And now? Towards automated vehicles<\/h2><\/div><div class=\"fusion-text fusion-text-11\"><p>Europe is no longer just trying to demonstrate that C-ITS works. The current phase involves moving from pilot to network: European projects for the 2024-2027 period need to keep increasing coverage, improving interoperability and preparing more advanced services. <\/p>\n<p>And the <a href=\"https:\/\/www.c-roads.eu\/news-events\/detail\/c-roads-c-its-roadmap\/\">C-Roads<\/a> roadmap already goes further. After a first generation of services mainly aimed at better informing the driver, it gradually plans services capable of assisting public transport, emergency vehicles and, eventually, automated vehicles more fully. From <strong>2029<\/strong>, support for automated driving functions explicitly appears in the C-Roads roadmap.  <\/p>\n<p>This is a fundamental shift. Today, much of C-ITS can still be described as a way of better informing the driver. Tomorrow, part of this infrastructure could provide information directly to automated driving systems: a truck can observe its immediate surroundings with its cameras, radars or other sensors, while the road itself can know that a lane is closed two kilometres further on. The two intelligences are therefore starting to converge.   <\/p>\n<\/div><div class=\"fusion-text fusion-text-12\"><p>For decades, road transport intelligence developed mainly inside the vehicle \u2014 GPS, telematics, adaptive cruise control, cameras, radars, onboard software. Another transformation is now unfolding around it: a traffic light is no longer necessarily an isolated object, roadworks are no longer just a series of cones and signs, information held by a road authority is no longer condemned to stay in its control centre. <\/p>\n<p>For freight, the consequences could be particularly significant. A heavy truck crosses cities, motorway networks, regions and borders; it depends more than almost any other vehicle on information about restrictions, roadworks, traffic, access and parking. But this is precisely what makes the problem difficult: connecting a road is one thing, ensuring that a truck can cross Rotterdam, Antwerp, Cologne and Vienna while staying within an interoperable and secure digital environment is another.  <\/p>\n<p>Some of the roads we use are already connected. The real European challenge now is to make them work as a network. <\/p>\n<\/div><div class=\"fusion-text fusion-text-13\"><p style=\"font-weight: bold; color: #1e3d55;\">Whether it comes from a smart traffic light, a connected roadworks site, or a fleet management system, information only has value if it arrives at the right time, to the right person, in a usable form. This is the same requirement for real-time visibility that Milta already brings to fleets managing their daily routes. <\/p>\n<\/div><div class=\"fusion-text fusion-text-14\"><p style=\"font-size:
